isFuzzy flag may not always correspond to the approved attribute

Passing isFuzzy seems to also downgrade the translation passed to OmegaT.

The issue may be that mapping the PO fuzzy flag to approved may not be completely correct, at least not when deciding whether to pass it or not to OmegaT.
