I believe this was an issue with a previous iteration of the karma system, in which the reason was supplied through some in-page element. Giving karma did not update the recipient's karma counts on the page. But now that the karma reason is provided on a separate page, this is no longer an issue.

He should... I'll look into that.

EDIT: Fixed, he should be able to change issues now. Looks like repo permissions are the same for the issue tracker. They haven't allowed you to have write permissions on the issue tracker but read only on the repo :(
