This doesn't fix any bug, but it makes changing branches less annoying

Also, added doctest for utilities.set_globals_from_file

Usage:

cat <EOF >> openattic/backend/settings_local.conf
LOGGING_FILENAME = /dev/stdout                                          
echo LOG_LEVEL=INFO 
EOF
