What does verified mean? Or, put another way, if I get verified on two different addresses on two different accounts of the same userinfo server am I guaranteed they have the same meaning? Does it mean the same thing for two different accounts at two different OpenID providers?

How is this claim usable by RPs?

Add to the draft a statement that the precise meaning of the verification is dependent upon the Trust Framework(s) under which the interactions are occurring.
