Discovery 2.2.3 - Acct scheme underspecified

The spec currenty says "To find the issuer for the given URI, acct://[e-mail], the SWD parameters are as follows". About this, Yaron Goland wrote:

Unless you have specific knowledge of the ACCT scheme there is no way to know what comes after the scheme name and if it’s a host, e-mail, whatever.

Do we need to further specify that acct: URIs must use e-mail address syntax?
