Unfortunately, OAuth is not RESTful, so Connect cannot be RESTful either.

Proposal: Remove this false claim. Perhaps, stating REST style is ok.

I think Connect is RESTful. with the exception of the code flow.

As far as the user-info endpoint goes, using JWT it is RESTful.

We can say that implementations can be built that are RESTful

This comment is invalid, since it does allow Clients to do the state things in a RESTful fashion.

The RESTful claim is important to marketing the specs.
