Discovery: Provider Configuration Information

Does the Provider Configuration's .well-known/openid-configuration have to live on the server root? Since the {{{issuer}}} can't have a path to it, it seems to be the case. If that's so, does the Provider Configuration follow the same SWD rules with redirection? In other words, can I return a {{{200}}} static document with {{{location:}}} in it that points to a sub-path?

The WG doesn't think that redirection makes sense beause it's a static file. And yes, it must live in the standard place.
