Basic, Messages, Standard - "phone" scope value not defined

Basic and Standard include this example:

scope=openid profile email phone

But we haven't defined the "phone" scope value. I think we had meant to but forgot. I propose that we define it as requesting the "phone_number" claim - similar to the definitions of the "address" and "email" scope values.
