Registration 2.1 - Split this section to clarify each parameters are optional or not

I think both 'client_id' and 'client_secret' are seems to be mandatory for 'client_update' and 'rotate_secret', and does not needed for 'client_associate'. But marked as simply "OPTIONAL".

I think this section should be splitted into 3 sections to clarify parameters for each request type.

John will look for ways to make the language clearer. We might introduce a separate rotate_secret section, but client_update and client_associate are very similar.

RE #631 Changed redirect_uris from RECOMMENDED for code and REQUIRED for implicit to REQUIRED and moved up with the other REQUIRED elements.
