I thought there was a ticket for this but just in case.

I think it is better to split the claims into two groups and say:

The following Claims are REQUIRED. ... list of claims

The following Claims are OPTIONAL. ... list of claims.

Actually, it's on my to-do list to add OPTIONAL, REQUIRED, or RECOMMENDED designations to all these claims, like we do everywhere else in the specs. I think it's better to handle it that way than to make two or sometimes three lists. Anyway, thanks for filing the ticket.
