Assurance: "format" of qes/created_at is wrong

The description about qes/created_at (4.1.1.3. qes) states its format is ISO 8610:2004 YYYY-MM-DDThh:mm:ss±hh, but the corresponding JSON schema says ”format”:”date”. The JSON schema should be changed to ”format”:”time”.
