Federation: Require all keys in the statement 'jwks' to have a unique 'kid' (key identifier)

To ease the operation of entities that cache anchor and intermediate entity JWK sets, which can use the ‘kid’ in a strategy to trigger a statement refresh (separate from a refresh triggered by the statement ‘exp’).
