I will defer this and the following to Tobias. Maybe it should be filed as a separate issue and be dealt with the follow up PR and keep this PR just for the merge in of the contributed Credential Providers draft.

@Nat Sakimura Yes +1 there are two layers here, supplying cryptographic material for credential/claimset binding and supplying that cryptographic material via an indirect identifier such as a did. I will define both in a follow up PR
