JWK URI

The JWK-Thumbprint URI is not an optimum solution for many use cases and an alternative approach is to convert the JWK into a URI through simple base64 encoding.

The attached file is a proposed Internet Draft specifying this new URI mechanism.

Feedback is requested from this group as to the benefits and utility of this scheme, and if positive, to ask if any changes need to be made to the I-D before it is sent to the IETF for publication.
