Listing of of individual claimset claims instead of single list of claims

The claimset claims are currently listed as a single list from all claimsets.

Is there a need to separate them so that each claimset has it’s own list so that clients can distinguish which claimset contains which claims?

I suggest that we use the existing claims_supported metadata entry.
