xml2rfc in Continuous Integration

we may configure a xml2rfc compilation for each xml file.

This feature could improve the life of editors and reviewers.

When a new pull request have been pushed the CI pipeline would validate the final document together with the proposed changes and give a preview of its compliance in the log of the PR.

xml2rfc integration is in place at https://github.com/openid/federation - thanks to you @Giuseppe De Marco . Others can follow this pattern when developing tooling for other specifications.

Likewise, Markdown integration is in place at https://github.com/openid/federation-extended-listing, which can also be emulated by additional specifications.

I suggest that we close this issue on that basis.

On the 26-Aug-24 WG call, @Nat suggested that we also implement this for Native SSO and Claims Aggregation, and then close the issue.
