We discussed this on the 11-Nov-22 Federation editors' call. OpenID Connect Federation has new discovery and registration mechanisms but doesn't touch the rest of the OpenID Connect Core functionality. Third-Party-Initiated Login is part of what isn't changed. Therefore, we don't have to say anything special about it.
