OID4VP invalid_client error

I found this text confusing:

Usage of `client_metadata` or `client_metadata_uri` parameters with `client_id` that the AS might be seeing for the first time is mutualy exclusive with the registration mechanism where Self-Issued OP assigns `client_id` to the RP after receiving RP's metadata.

Does this mean Wallet should send invalid client error when it had assigned client_id to the RP that was not pre-registered, but the same RP had sent an authorization request with client_id and client_metadata? but how will the RP know if wallet had assigned it client_id or not?
