OpenID4VCI: Terminology / Base64url Encoding

There is no need to explain base64url encoding in the “Terminology” section of OpenID for Verifiable Credential Issuance. It’s too basic. If base64url needed to be explained, “application/x-www-form-urlencoded” would need to be explained, too.

As discussed on the 19-Jan-23 SIOP Special Topic Call, we agreed to list the specifications whose definitions we are incorporating by reference. An example of such a section is https://openid.net/specs/openid-connect-core-1_0.html#Terminology. base64url encoding is one of the terms we’re incorporating by reference.
