Former user created an issue 2011-10-10

Issuer Identifier is defined as "verifiable", however the specification does not define how the verification is performed.

This should either be specified, or the "verifiable" attribute removed from its definition.

An identifier of an Issuer. An issuer Identifier is a HTTPS URL that only contains the scheme, host and a port.

Clarified the syntax of the URL, per the comments above. Did not remove the word "verifiable" since for the protocol to be secure, the Issuer Identifier MUST be verifiable. The verification algorithm is specified elsewhere - just not in the definition.
