In https://openid.net/specs/openid-connect-federation-1_0-27.html#name-federation-historical-keys-re , we updated the example to use keys but the normative text still says to use jwks. I believe we should change this use of jwks to keys and update the description to say that the value is an array of JWKs, as specified in the JWK Set definition in Section 5 of RFC 7517.
