[4vp, 4vci & siop2] key word usage/definitions

The three openid4vc documents are seemingly using RFC 2119 requirements level key words like “MUST”, “SHOULD”, etc., however they don’t actually mention or reference RFC 2119 as would be expected (see the Requirements Notation and Conventions section of OIDC core for an example of typical usage).

Also “CONDITIONAL” is used a few times in all caps like a key word but is not an RFC 2119 defined key word. And isn’t defined in the draft(s). I’d suggest reworking such instances in the text to convey the intent without using the word “CONDITIONAL” in all caps.

    The VC in the title “openid4vc” was not a typo but trying to follow the name https://openid.net/openid4vc/ and convey that this issue applies to all three of those drafts, 4VCI 4VP and SIOPv2. I didn’t really want to file 3 separate issues. You can only choose one Component for an issue so went with Verifiable Presentation.
