what does "REQUIRED Conditional." mean?

There are multiple occasions when the Federation specification uses REQUIRED Conditional. but does not give clearly (at least to me) what are the conditions.. I have not seen REQUIRED Conditional. used before - suggest say Optional and clearly say MUST be present <when this condition is met>. like other OAuth OIDC specs do (I had to look into it because the similar comment was raised against OID4VCI spec earlier)
