Messages - 3.1.2.1.2 unclear auth_time description

It is unclear what the value of the auth_time in the OpenID Request Object means - is it the desired authentication time, with what qualifier (not before perhaps)?

Also not clear how a request parameter can correspond to a PAPE response parameter.

auth_time OPTIONAL. (authenticated at): Requests that the "auth_time" claim be present in the response.
