[Federation] Editorial: Start the Entity Type Identfifiers section with the federation_entity definition

In section 5.1 the spec defines Entity Type Identifiers for OIDC and OAuth entities as well as the generic federation_entity that applies to all entities.

The federation_entity is currently the last subsection (5.1.6). This is a proposal is to make it the first subsection (5.1.1), and then continue with the OIDC and OAuth specific identifiers.

There’s one other ordering mismatch that I’ll correct at the same time. You’ll notice in https://openid.net/specs/openid-federation-1_0-33.html#name-federation-entity that the references go 8.1, 8.3, 8.2, 8.4, 8.5, 8.6, 8.7. I plan to move the federation_resolve_endpoint ahead of the federation_list_endpoint so the order is consistent between the sections.
