[Federation] Editorial: Merge two of the metadata_policy examples

This is a proposal to merge these two metadata_policy example sections into one:

They basically show the same thing. A merge will save approx 100 lines of text.

I took care to include all std operators in the new (merged) example.

The example is fairly realistic and it has a few bits in it that should catch likely common implementation errors, like essential being the last std operator in the sequence.
