Standard, Messages - Substantial duplicated normative content

Yaron Goland points out that normative text is repeated between Messages and Standard. In particular, Standard 2.1 "OpenID Connect Scopes" and 2.2.1 "How to Get an Authorization Code, Access Token, and ID Token" are repeated from Messages.

I'm not proposing that we change this before the Implementer's Drafts, but this issue should be put on hold for tracking purposes.
