Discovery 2.1.3 - 'URL' and 'URL Identifier'

I think "URL" never be without scheme. It could be "URL Identifier".

Also, if scheme is not present at the head of input string, parsing cannot be done. So there will not be a character range marked as authority portion.

    It's not realistic to expect people to consistently type in a scheme.

    This issue may just be about calling something without a scheme a URL. We may want to call it the "input string" or "input identifier" or something like that.
