Broken reference in Registration

OpenID Connect Dynamic Client Registration 1.0 - draft 11, in the definition of application_name in §2.1 it references §2.1.2.1.1.1. of Messages, which doesn't exist.

I'm not sure what it should be, maybe 2.1.2.1.3?

Re #643 Fixed reference in application_name and added example of ja-Hani-JP encoded name. The example is wrong it needs the encoded string for the value put in. No internet available on the plane to look
