SWD's treatment of a URI for discovery is not relevant to 9.1.4

I think the point is that the path portion of the issuer is significant for any comparison of user_id. I think the preceding statements cover that. We can probably just drop the reference.

Otherwise we can reinforce. OpenID Connect treats the path component of any issuer as part of the unique global user identifier. e.g. The user_id "1234" with an iss of "https://example.com" is not equivalent to the user_id "1234" with an iss of "https://example.com/sales"
