[Federation] Explicitly registered RPs can devise strategies to re-register and restart a TX when invalidated (iss #1529)

Added informational paragraph to the “After Client Registration” section that an RP must expect its registration to become invalidated at any time and an RP that wants smooth UX can devise a strategy to re-register and repeat the affected OIDC transactions when this happens.

No normative changes.
