verification.date or time?

Currently, the verification element contains the date when the identity of the actual person was verified by the claims provider. Based on a review comment from OIDF JP, I would suggest to make it a timestamp instead.

Current definition:

date: Time stamp in ISO 8601:2004 [ISO8601-2004] YYYY-MM-DD format representing the date when identity verification took place. Presence of this element might be required for certain trust frameworks.

Proposal:

time: Time stamp in ISO 8601:2004 [ISO8601-2004] YYYY-MM-DDThh:mm:ss±hh format representing the date when identity verification took place. Presence of this element might be required for certain trust frameworks.
