verification.date should go into the evidence elements

Review comment from OIDF JP: “If verify identity using multiple evidence, the verification date might be differed for each evidence. So date claim should be put in each evidence elements.“

I assume the verification could be useful in the verification element as well. I therefore propose to have two (optional) elements, in the evidence as well as in the verification element.

I added the element to id_document only since qes has an element created_at with a similar meaning and I’m not sure yet what elements are needed for utility bills. We can push the time element up the hierarchy later if we need to.
