Maintain & Publish JSON schema in single place

Currently, the schema is maintained in a file (schema.json), which is easy to edit and use in development tools. The normative Schema, however, is in section 12 of the draft. That causes inconsistencies we must get rid of.

Proposal: make schema.json authoritative and only source, which is published along the draft
