Links to RFC-Editor instead of https://tools.ietf.org/

I was wondering, why the RFC links in the reference section redirect to RFC-Editor (www.rfc-editor.org) instead of IETF (e.g. https://tools.ietf.org/rfc/rfc5322.txt / https://tools.ietf.org/html/rfc5322). They are generated by the tool chain. Is rfc-editor the official reference?

Looks like the link is hard-coded in the Citation Libraries.
for example: https://xml2rfc.tools.ietf.org/public/rfc/bibxml/reference.RFC.6749.xml

This looks like an artefact of
xml2rfc
resolution? It is tuneable and that includes the base uri. I think the challenge will be if you are referencing implementers drafts rfc-editor.org has a different path.
