reporter @Nat Sakimura what should be done when a reference is used both as a normative reference and an informative reference?
e.g Line 374 says
“
birthdate
: OPTIONAL. String containing the birthdate of the person giving the vouch/reference in the same format as defined in Section 5.1 of the OpenID Connect specification for End-User Claims.

“Thought reminded me of the check that someone has to do.
A reference is normative only if it is referred to with a must or shall. We need to double check if all the normative reference materials are actually conforming to that requirement.”
