it currenntly states in section 5.1.2.1: “Note: Due to their size, embedded attachments are not appropriate when embedding Verified Claims in Access Tokens or ID Tokens.“

I suggest this is not always the case and it may be more appropriate to say “Note: Due to their size, embedded attachments may not appropriate when embedding Verified Claims in Access Tokens or ID Tokens.“
