Suggest that there be a default for "attachments_supported"

attachments_supported: REQUIRED when OP supports attachments. JSON array containing all attachment types supported by the OP. Possible values are external and embedded. When present this array MUST have at least one member.

I don’t quite understand the issue. Do you want to define a default value (apart from empty list or null) when the parameter is not present?

I was thinking of defining a default behaviour for when the ‘attachments_supported’ parameter is not present and clearly stating that is means attachments are not supported. It’s just that we haven’t been specific about what correct behaviour is in that situation.
