Transaction level purpose

Current version of the specification allows a client to specify purpose per claim, but not one for the whole transaction.

What prevents us from adding this?

Discussions around this have taken place and the approach for now is to approach the OAuth2 Working Group to discuss adding a parameter at that level - probably no action arising for the specs in this working group
