GLEIF legal jurisdiction list - GB sub-jurisdictions

The IDA for Authority spec uses a list of values for legal jurisdictions as published by GLEIF (based on ISO3166), for where an organization is registered.

I queried whether the 3 sub-jurisdictions in the UK (England & Wales, Scotland, Northern Ireland) would be included in the GLIEF list (which currently just lists ‘GB’ as a valid code), correspondence below for information:

GLEIF:

Initial response from GLEIF: “LegalJurisdiction is linked to the Entity Legal Form Code list. If for e.g., there are no difference between legal entities incorporated as Limited Partnerships in the different subdivisions (same laws apply), there is no granularity needed for ELF codes.”

AF:

I replied that some ELF codes are specific to GB sub-jurisdictions (e.g. NBTW Scottish Partnership should only be used by the Scottish Companies House, not others in GB), so there does seem to be a need for them.

There do seem to be differences for ELF codes where some seem to be sub-jurisdiction-specific, e.g., Scottish ELFs:

Should only appear on RA000587 Scotland Companies Register

Or Northern Irish ELFs
4A3J Northern Ireland Company

Are these all just listed as ‘GB’ for jurisdiction, and could there be LEIs issued where the ELF doesn’t match what should be allowed for the RA? E.g., A Northern Ireland Company 4A3J listed on the RA000587 Scotland Companies Register?

If this isn’t defined/controlled by allowed sub-jurisdictions, would this be enforced by process/code rules rather than code tables? I.e., not all UK ELF codes are usable by all UK RAs. If there were UK sub-divisions, the code tables could be more explicit as to allowed ELF/RA combinations.

The reference data linked to the LEI record follows different standards. One of these being the ISO 3166 for country and jurisdiction codes. In addition, the field Legal Jurisdiction is tightly linked to the ELF code lists another ISO standard 20275.

That being said, in 2019 ISO removed the reserved alpha 3 codes ENG, SCT, NIR, WLS, UKM, EAW, GBN as these were wrongly added as subdivisions of the United Kingdom of Great Britain and Northern Ireland.

In November 2021, ISO added these officially back to the list. GLEIF is currently evaluating the situation and will most likely update both the underlying lists for legal jurisdiction and ELF codes data fields, including the codes GB-ENG, GB-SCT, GB-WLS, GB-NIR and GB-GBN. The updates are planned for the first half of 2023.

    PR#146 relates to this. The example response authority_claims_simple used legal_jurisdiction = “england-wales”; this was updated to “GB” to match GLEIF list
