txn claim missing an example + may need more definition

https://openid.bitbucket.io/ekyc/openid-connect-4-identity-assurance.html#section-4.2 talks about a txn claim that’s apparently at the same level as the various end-user claims like name etc.

There doesn’t seem to be an example of requesting or returning this claim (all the examples that have txn it’s inside evidence or an attachment etc I think).

I’m unclear if a request by the RP for the txn claim can be made inside verified_claims, or at the root level, or either. It seems sort of implied that it’s only for strong identity verification and hence might only make sense inside verified_claims.

I’m not sure if txn is mandatory for an OP to support.

PR #158 removed the txn section from the draft so there is no longer a need for examples
