Two documents are labelled as part 3

Joseph Heenan created an issue

Since a7feda677995256fe8a03bee07cff5ac8968f3e1 we now have two documents referred to as part 3 - the original open data standard, and now the CIBA profile.

Should the original part 3 (and parts 4 & 5, and fapi.yml) be removed from git to avoid any confusion?
