(ed) References to HTML4.01

Parts 1 to 5 contain references to HTML4.01. It seems that the references are not used anywhere except for Financial_API_WD_000.md and can be removed from the other files.

There are some other stray references in the bibliography, e.g. * [OFX2.2] Open Financial Exchange 2.2
Also - why are we not following the notion of normative and informative references as in OIDC and RFC6749?
