(ed) Normative Reference: Most of them are not quoted with "shall"

Per ISODIR2, only the specifications that are in required by "shall"go into Normative references. All others go into Bibliography.

Only the ones that are referenced by "shall" are:

• RFC7519
• OIDC
• OAUTB
• MTLS
• Part 1 ---- This is not in the Normative Reference List

So, we need to move everything else to the bibliography, and add Part 1.
