Hyperlinks not working in published versions

The hyperlinks to other specs seem not to have been parsed properly (i.e. they’re not clickable links) in the versions published on the OpeniD website for the final vote, e.g. https://openid.net/specs/openid-financial-api-part-1-wd-07.html#normative-references

(The ID2 ones seem to be the same, but it would be nice if the final ones are correct.)

I would like to recommend the specs change from standard Markdown to MMark https://mmark.miek.nl/post/syntax/ to support more abilities for spec writing, which is what FAPI 2.0 is using. Currently, we use pandoc2rfc which doesn’t support this.

I am good with that. How does mmark gets rendered at bitbucket?
