Add "Scope" clause to FAPI 2.0

For ID1, I did not raise this but it would be really good to have “Scope” as clause 1 that explains what this document is for. See example in FAPI 1.0.

In general, I would advise it to follow the general structure of FAPI 1.0 as it follows ISO required format and makes it easier to bring it there when we want.
