It says:

Clients may register their public encryption keys using the jwks_uri or jwks metadata parameters.

Is this intentional? Or does it need to be replaced by “MAY”?

This "may" is in the dictionary sense. Change "may" to "can".

Suggestion:

The jwks_uri or jwks metadata parameters can be used by clients to register their public encryption keys.
