I’ve started off with a strict requirement to follow RFC8414, although I understand that may be an issue for backwards compatibility.
We could reduce the requirement in FAPI 1.0 but make it strict in 2.0.
Once we get agreement on wording for 1.0 I can open another PR for 2.0
