Grant Management Refactoring Alternative

This is an alternative to #247, which takes a different route. Instead of controlling the behavior via metadata, it just uses two metadata parameters for feature discovery and controls the behavior using an additional request parameter (as suggested by Filip).

Like #247 it allows to obtain existing grant ids from the AS without forcing the creation of a new grant.
