Why is the Grant Type namespaced to modrna if we have moved this up to OIDC core ?

The reason why is that is what it was before and the document is still a product of the MODRNA working group so it didn't seem like there was a pressing need to change it. Not much more to it than that.

Arguably a WG agnostic URI would be more appropriate, however, like urn:openid:params:grant-type:ciba or something along those lines. Assuming folks are okay with that kind of change. Which may or may not be a good assumption at this stage.
